THE HAGUE (Reuters) - The International Criminal Court on Friday found Congolese former militia leader Germain Katanga liable for $1 million in damages to his victims, in a landmark ruling for the permanent war crimes tribunal.

BANJUL (Reuters) - Gambia said on Thursday it would set up a Truth and Reconciliation Commission and offer reparations to victims of former President Yahya Jammeh's government, which is accused of the torture and killing of perceived opponents.

KAMPALA (Reuters) - Uganda acknowledged on Wednesday that its security forces killed more than 100 people in an assault on a tribal leader's palace last year, revising the death toll upwards by dozens, but denied a rights group's accusation that children were among the dead.
