MANCHESTER, England (Reuters) - British Foreign Secretary Boris Johnson quipped on Tuesday that Libya can become a new Dubai if it can clear the dead bodies away, the latest gaffe by Britain's top diplomat.

NAIROBI (Reuters) - A Kenya police monitor has begun investigating at least 28 deaths following last week's disputed elections, and investigators have already attended the autopsies of a young girl and a baby allegedly killed by the police, officials said on Thursday.

UNITED NATIONS (Reuters) - A United Nations inquiry found that two U.N. investigators were murdered by a group of Congolese, likely militia members from central Democratic Republic of Congo, but an absence of evidence "does not preclude the possibility that others are involved."

KISUMU/NAIROBI Kenya (Reuters) - Six-month-old Samantha Pendo was sleeping with her mother when police in the city of Kisumu in western Kenya forced the wooden door open a crack, fired in teargas and battered the choking baby and her parents with batons, her parents said.
